If you go to the cashout option, I believe they prompt you to open an epassporte account, so my guess would be yes. I just checked the epassporte homepage, and there wasn't a direct answer to your question I could find. There site is undergoing maintenance right now, so you could check back there in a couple of hours. As far as books, I'm not sure where it can be used. I only have 2 books, and it is not an option(BetJam & The Greek). However, both accept Visa, so maybe it would go through, just haven't tried it yet. Probably will after the SB.
