Neteller told the regulators that 15% of their merchants are non gambling. So far I know of 2- a coffee shop and a video game shop.

I highly doubt NT was being fraudulent.

I suspect NT either willfully allowed or was careless and a number of gaming merchants signed up as non gaming. When gaming merchants opened credit card merchant accounts, they knew to lie. Some of the same people probably lied on Neteller.

Now its up to us to find them. If you have funds there, I would try some different codes... Do a google search for neteller merchant codes. A lot come up.
