if you were being withheld a small amount of many from an individual what is the best way to recover the funds?

kill their dog, you won't even need to ask for the money

in fact it will be the last time anyone thinks about slow pay

For a small amount it's not worth the hassle --- move on. You've got better things to do with your life.

Also, be sure and spread the word of this stiff for the benefit of anyone who might come in contact with him / her.

For a large amount -- I use a "Meaner than Hell" Mexican woman out of San Antonio. She gets the job done!
