How is someone going to "step up"? The only thing that can be done, IMO, is heighten cooperation between books for book-to-book transfers. You'll see scam artists "step up" anytime now, saying they're the next Neteller. I'm surprised it hasn't happened yet. I'm not going to trust some Youteller, Wowteller, Theyteller, Fuckteller or any other teller.
I wouldn't hestiate using the "next Neteller" if the books sign on. I use Neteller to transfer funds from book to book, so the time my money actually sits in Neteller is a matter of minutes, or even seconds. The books are the ones that need to be careful, so if they check them out and sing up, then that's good enough for me. If you manage your money correctly you have nothing to fear. If it turned out to be a fly-by-night operation you would have to be unlucky enough to have your money in there at the precise point in time in which they cease operations.
Some staff from a gambling company suggested Moneybookers as my best bet. Only problem is that this UK company has just been sold to Investcorp which, despite having his main office in the Middle East, has an office in NY. Will the US government now put pressure so Moneybookers will stop dealing with canadians?

Moneybookers blocks gaming payments by U.S. citizens, so I fail to see how the U.S. will have any influence. No one really knows why NETELLER dropped Canada.
However, Middle East companies are not big on gambling.
BTW, does anyone know if CashU -- the middle east's other main e-wallet system -- accepts gambling transactions? I could not find any prohibition in their terms of service, however nor could I find any gambling merchants accepting it.
