What's the difference between a re-sale agent and new home sales agent?
Commission and pay wise-I pretty much know resale, but want to know more about how those subdivision agents get pay by the builders.

What's the name of the paper called that list all the fees that are associated with a mortgage loan?

I believe that's the TIL (truth in lending). Sorry, but have no clue about your other questions.
