when the ball goes into the stands why can't the fan keep it, like a foul ball in baseball?

seems like the league could have a bunch of balls there to use

Umpires have extra baseballs on their pockets,NBA refs dont keep basketballs in their pockets.

I always thought they should let the fan keep it,too. Plenty of balls could be kept nearby to replace the few that go to the crowd.

In baseball, this is a way to provide some excitement to a bored fan. If you provide more excitement to the basketball (or soccer) fans, you get a brawl.
