List of Worse Bullpens

Please chime in. This could be a useful list when factoring in whether or not to play the first 5 innings or the entire game. If possible please try to state some facts, not ancecdotal "their pen sucks" conclusory kind of stuff.

I will start off with: Cubs have 7 blown saves out of 15 tries this year already.

Tampa Bay's bullpen minus Al Reyes

Tampa's GM said this offseason, "We were looking to upgrade our bullpen this offseason but we just couldn't get it done."

While posters opinions of Bullpens are worthwhile one shouldnt forget that betting 5 innings is another bet entirely as far as the Bookmaker is concerned.
This time of year, the main oddsmakers would stand by their prices which are Starting pitcher friendly anyways, so it could be argued that by betting 5 innings at the extra vig is playing into their hands. On the reverse side it could be seen that after 5 innings its in the laps of the Gods, either way as a Book you dont care. If a differential has to be made, it could be like all Sports in that when a right move decision has to be taken, its the Coach that makes the difference.
