Paparazzi can film entertainers and such because these people are in the public eye. There's a different/higher standard for private citizens.

I often see videos of these being pulled down due to legal threats or the person in the video found out about it.
Most of the case, the owners keep it online as long as possible and never really get any legal threats. The videos are disturbing because it might discourage these girl from wearing tight pants again if they know they can be filmed.
