There will never be another neteller because the books are not allowing there to be one.
The line has been drawn and anyone who wants to run another neteller could do so. The rules would be don't come to the US and either use wires or checks for payments so that a lump sum sitting in a US account can't be seized. The only way the US seized neteller money was by arresting the founders and finding the accounts when granting bail....
There already exists new netellers, but the books DO NOT want to use them. Neteller fostered people who took bonuses over and over. Neteller made it easy to mask multiple identities. It can still be done without neteller but is much more time consuming. The books prefer not to have another neteller.
Both Webmoney (Russia) and Ecocard (Malta) have been around for over 3 years. Pinnacle and Mansion use and have used both for 2+ years without a problem. Books are aware of these, they know they are legit, and they are choosing not to allow another neteller to be born.
That being said if you really want to use neteller, it is not that hard. Many Banana Republic countries will grant you a bank account and residence ID for minimal dollars. Neteller is not that hard to convince you are outside the U.S. Many Uk banks will also grant you an account if you show up looking professionally dressed with a decent sized deposit.
That all being said, there is no need for another neteller. HSBC worldwide as well as several Canadian banks will do wires online. That is the same as neteller without the risk of lying to neteller about your location. Problem remains that the offshore world remains to unstable for all but the most fearless.
