What is the formula for a 2 team money line parlay when one side ties and the other side wins? I had Cleveland +200 and the over 10 at -120 for 200.

If one part ties, it's just like a regular play on the second part. In this case, your 2-team parlay would just become a bet on Cleveland +200...$200 to win $400
