Going one way from Cincy to Chicago would drop off in Chi-town about 6 hours later on a Sunday.

Rates vary. Call all the major folks first--sometimes these larger companies are "unbalanced" and you'd be doing them a favor. If so, there's usually no "drop charge". I've had varying success over the years.

I can recall working for National back in the day and being shuttled to other locations to bring cars back to our station. Fairly regular occurrence.
