You misquote, or rather only partially quote, Jefferson. He finishes by saying, "This suffices with the mass of the people who have no means of distinguishing the false from the true paragraphs of a newspaper." Thus, a critical reader is armed by the "public papers." It is they who read and believe what they read because they read it that are the problem, according to Tom, not the media.
