I actually looked into this the last couple of days. Resting or playing starters usually comes down to a question of coaching philosophy. As another poster rightly pointed out, Bellichek's attitude is to never, ever rest starters under any circumstances (Balt's Brian Billick also subscribes to this school), but there are other coaches who are certain to yank their starters early, sometimes very early, as they've done in identical situations in the past.
For this year, here's the skinny: Seattle's Holmgren and Tampa's Gruden are likely to remove their starters the earliest. Dungy is in this category as well, except this year there's the wrinkle that Harrison might return, and if he does, Dungy's already said that Manning (and therefore all starters) will play longer so they can re-establish their timing. Jacksonville's Del Rio is sounding like he belongs here as well, although there's no historical precedent to research to be sure.
The media and oddsmakers seem convinced that Wade Phillips will lay down; I guess so, but he's not making those kinds of noises in interviews. The Packers' McCarthy is young and kind of a meathead, so my guess is he'll play his starters most of the game.
In terms of tactics (and this is just one man's opinion), I bought up the opponents of all the 'rester coaches' early on this week. If this year follows last year's pattern, if you wait until specific announcements get made, the lines will be OTB, or already radically adjusted. In any event, good luck to all.
