What should I look to pay for a laptop? All I need is the ability to surf the web and Microsoft Word for school notes. Nothing fancy, won't play World of Warcraft or anything on it. Just something cheap and fast enough. I don't need it to be blazing but it should be decent. What's the most I should pay for a used one that meets my specs?

Any possible laptop you will buy can handle these tasks easily

...if this is seriously it, buy the cheapest one you can find

Okay cool. Easy enough then. I didn't know if laptop specs were gonna be different from desktop specs but it sounds like most laptops will be good to go.

that's a fairly old machine... Sometimes at BB or CC you can get new machines, with the all-important 2gb of ram and core 2 duo processors for 599 or less. CL is usually over priced, ppl hate selling their $1300 laptops for what they're really worth. Whatever you do, I'd say dual processor, 2gb of ram and wifi are a neccesity these days.
