why do nba overs/unders have significantly lower maximum limits?

i noticed this, and over/under max bets were often half or a third of point spread maxs. so... why?%^_

less casual interest from a non-pro bettor........public much more likely to bet on the side of a game than a total so books lessen their exposure to mostly the sharper guys playing totals
