Is my DVD player broken?

When i press the STANDBY/ON button it cums on, but only for a while
and then off again, apparently. I guess that is why the TV it is hooked
up to gives only a snowy picture. Do i need a new DVD machine?

does the picture that the DVD is hooked up with come on?? My DVD player will play a blue screen and let me know if the system is loading...

The picture on the TV? It has a picture but like snow with a static
sound on the top 2/3 of the screen. The bottom 1/3 shows the
channel, a normal blue screen and the words "To Be Announced".
Channels can be changed, but it's the same except for a change
in the channel number.

On the DVD player itself a light cums on saying "No Disc" when the
STANDBY/ON button is pressed, but after awhile goes off, whether
the power for the TV is on or off.
