I have a question in the steps to start a forum (non sports)

My sister has a decent idea about starting a forum kind of like this one, but completly different topics. She knows I use visit this place and thinks that I have some knowledge (which I really do not). She has registered her domain already, but now what? I really have no idea at all. What would be the best bare bones way to get a forum up and running and see if it could take off. She does not want to invest much at all and neither do I, until I see if it could really work.

Do you need a server?

Can you run one right out of your house with a standard residential DSL connection?

Any tips at all would really help me out and come through for my sis.

you'll probably need to use a hosting company to set up your server and software and stuff.

Most ISP's will not let you run a web site with a residential internet connection. If you want to run it out of your home, you'll need to upgrade to their business plan and buy at least a server and set it up with everything. That should get you started until you start picking up traffic and need the site to be up 24/7 with backup and fail over and all that stuff.

My advice would be to start up with a server at your house and if it starts getting big, contract it out to a web hosting company that has the bandwidth and resources to host a full fledged site.
