That is correct,but back when they weren't they operated with bookie limits.
In time some shops got tied into the tracks parimutal and after a scandle in the early 90's when there were shananigins suspected at GG fields as players where unloading on certain horses and they were winning, was the talk of the industry and they all pretty much got tied in.
Not sure if it;s a regulatory thing in Nevada or not but all are tied in now.
