Question about over/under NBA draft position bets

If a player's over/under draft position is 19.5, and you think he'll be selected before 19.5 (somewhere in picks 1-19), do you take the over or under? Thanks in advance

THanks guys. I was pretty sure that was the case, but after the Westbrook trade, the line moved toward the over, not under 6.5. Just checking...thanks

Sorry, I meant after the Clippers trade which they supposedly made in order to draft Westbrook
