The problem is with the various banks, not the books who do not ship the checks, in any case. The banks get requests from a book for withdrawals to be shipped to an address for a certain amount by a particular method. Some banks are much more efficient than others is the reason for the time variations between books when it comes to withdrawals.
Unless you have actually dealt with some of these third world banks it is difficult to comprehand how inept some of them operate. All of the major books want to pay you as quickly as possible, unfortunately for some players some books just have more efficient banks than others.

I rarely receive complaints from players anymore about no pays, almost all complaints are about long waiting periods for checks to arrive. Another so far still isolated problem is some US banks are getting more picky about cashing out of country checks as freely as they were in the past.
