Depends what your country values going in. USA's goal I think was to end up with the most medals. China went in wanting the most gold medals, and they are killing everyone there. China seems to think if you're not first, you're last.
China will win most gold medals and could easily win most overall medals, although I think USA could run away with track.
Phelps only has 3 less gold medals than the rest of the USA.

The US competes in literally every event, unlike most countries except China and possibly UK, Russia. So the number of medals, gold or otherwise, seems meaningless given we're bound to rack up a bunch due to so many entrants.
The Olympics is really about watching athletes from around the globe participate in obscure sporting events that nobody really cares about - except once every 4 years.
