Texting is popular now. A lot of girls I know prefer when the guy texts first because then they 1) get to think of what they want to say instead of being surprised by the call and 2) get to answer when they want instead of being interrupted from what they're doing. Chicks love to text all day long.
Maybe it's just because I'm younger than most of you, but I would text.
Phone call. But make sure to keep it short, this should only be about setting up your next meeting in this case. And make sure you have some good energy, don't just call up with a bored sound "Hi, this is (your name here). We met at the bar, remember? Soooo...how about that weather?" Do the best you can to get back into whatever framework it was that you got her number in the first place.
Text. Others will say otherwise, but the girl will like the informal setting more. If you call you could stumble over your words or say the wrong thing. You can play it off like you're busy or something in a text. She'll text back if she's interested. It'll save you from having an awkward conversation if she isn't, and if she is interested you can call her later.
You don't want her 1st impression of you to be a text message.

His first impression already happened. This is just a follow up on that. You're acknowledging that you're interested in possibly meeting up again but you don't have to call and force an awkward conversation. If she responds to the text you can call her, but if she doesn't she doesn't want to talk IMO.
