im watching carolina and tampa right now and the commentators were talking about how last week when garcia came in he was having problems with the communication device in his helmet.

i wasn't aware this was allowed in the nfl. does anyone know if this is a 2-way communication device or if this is just an ear piece that he has that the offensive coordinators can use to talk to him?

Just one way. It's turned off at some point of the play clock. One defensive guy has it in his helmet. Look for a green dot on the back of the helmet. Those indicate the radio helmets--although today it looks like many of the QBs have their radios set to KOOL 105 or some other rock station.
