I am currently targeting two places that are advertising rent at $2195 and $2250. Both places are going through a property management company so there is some mark up involved. One of the houses is still occupied by tenants so I figure the current tenants are probably playing a lower rental rate then what the management company is asking for right now.

What amount should I ask for in a rent reduction without turning them off completely and should I also ask for certain utilities such as water and trash to be paid?

What do you mean turning them off completely? Ask for an offensively low price - they can only say no - then come up - they'll take your money

For that kind of rent, why don't you buy in this down market?

Like Seymour said, offer a very low price. All they can do is say no.
