FRANKFORT, Ky. (AP) - The Kentucky Court of <NOBR style="FONT-WEIGHT: normal; FONT-SIZE: 100%">Appeals
</NOBR> has blocked the state's attempt to deny 140 online casinos from operating within its borders.
A three-judge panel ruled Tuesday the state does not have jurisdiction in the case. The judges voted 2-1 to stop Franklin County Circuit Court from moving ahead with a hearing on whether Kentucky can seize the Internet domain names.

Kentuckians to gamble illegally and asked a judge to either force the sites to block Kentucky users or allow the state to take possession of the domain names. Kentucky already allows gambling on horse <NOBR style="FONT-WEIGHT: normal; FONT-SIZE: 100%">racing </NOBR> and bingo and has a state lottery.
Attorneys for the state and the Web sites have estimated that about 13,000 people in Kentucky use the online casinos.
