Can one of you guys explain something about how books lay off money(couple other Q's)

Ok so take a game like BYU/AirForce. I looked at Carib Sports and they have 97% of the 3,100 bets on BYU yet the line has gone down 1/2 point. Almost all books have similiar action. Who do these books "Lay off" the action with?

Why isn't the line moving and actually going down?

its who is betting not how many...they and all other books take decisions against their squares......some smaller books lay off
