Padilla's ERA vs. Baltimore is his highest against any team (18.90 in 2 Starts in 2008): 6.2 IP, 14(!) ERs, 17H and 5BBs with an BA allowed of .459.
Add in the great start of Baltimores offense into the new season and top of their lineup with Roberts (7/12, 4 Doubles), Adam Jones (1/2), Markakis (6/9, 2 Doubles + 1 HR) and Huff (3/6, Double + HR) batting extremely good against gg Padilla and you should expect lots of scoring by the redbirds.
The rangers bullpen also very weak, so even with Padilla leaving Baltimore should add some more runs against their reliever-staff.

Carmona was pretty bad in 2008 and didn't show much improvement in his 1st 2009 start in Arlington. Last year against KC he owned an ERA of 8.74 thanks to 11 ERs in 11.1IP.
In his lone 2008 start at start im Kaufmann Stadium he gave up 4 runs in 5IP and KCs lineup features a bunch of hitters with an avg around or above .300 vs. Carmona.
The mediocre bullpen probably has to relief Carmona due to his high pitch counts in the 6th inning (if he isn't lit up before) and apart from Perez and Wood their relievers are pretty hittable.
The wind is blowing in with ~13mph, so this should hurt HRs, but thanks to the BA against Carmona and Fausto's high WHIP, the Royals should score a bunch of their baserunners and the cold weather with the expected rain could hurt Carmonas ability to grip his sinker and help the over, too.
