State residents to be permitted to bet on horse racing at online betting sites.

Lawmakers in the US state of Illinois approved this week a bill to allow residents to gamble and bet online.

The new regulation will allow wagering on horse racing at online betting sites.

The state House passed the bill by a strong margin of 87 in favor and 27 against, after it had already been passed by the senate.

However, the House rejected a bill that would have expanded casino gambling.

Lawmakers are still uncertain as to how the new rule will be affected by the federal 2006 Unlawful Internet Gambling Enforcement Act (UIGEA), which effectively banned Internet gambling by outlawing the transfer of funds from a financial institution to Internet gambling sites.

I may be misinterpreting this, but there are already horse racing sites like Youbet, TVG and others where you can legally bet online now. I don't see anything in the text that refers to Offshore online betting. Not sure what this bill accomplishes unless residents of Illinois were unable to bet on horse racing online.

There more than 20 states that is illegal to bet online horses on sites like youbet and tvg...

Have been using Youbet and Twinspires here in Illinois for many years. Did not read the Bill but seems like nothing has changed to me.

The Illinois Attorney General once gave a legal opinion that betting in Illinois using Youbet Xpressbet etc was illegal but nothing was ever enforced.
