How can the books put out a line that's nearly Pick'em with Jason Berken on the hill?

I haven't been making too many degenerate bets lately but this one may break that trend.

I like cleveland and they've been hot lately but don't see how you can throw down on Carmona on the road. He's every bit the can that Berken is.
