Senator Proposes Use of Internet Gambling Revenue to Help Fund Health Care Reform

(Washington, D.C. – September 21, 2009) An increased focus on the benefits of Internet gambling regulation are expected as the Senate Finance Committee considers a proposal introduced on Saturday to use Internet gambling revenue to offset the costs of health care reform. The amendment offered by Senator Ron Wyden (D-OR) would dedicate Internet gambling tax revenue generated through implementation of the currently pending Internet Regulation, Consumer Protection and Enforcement Act (H.R. 2267) to increase low-income subsidies provided through the America's Healthy Future Act of 2009. A PricewaterhouseCoopers analysis shows that collecting taxes on regulated Internet gambling would allow the U.S. to capture up to $62.7 billion over the next decade.
“We applaud Senator Wyden’s proposal to collect and put to good use tens of billions in Internet gambling revenue that would otherwise be lost in the underground marketplace,” said Michael Waxman, spokesperson for the Safe and Secure Internet Gambling Initiative. “The Senate Finance Committee should approve the resolution, finally putting to an end a failed prohibition on Internet gambling that leaves Americans unprotected and unlicensed offshore operators as the only beneficiary in a thriving marketplace.”
The Internet Gambling Regulation, Consumer Protection and Enforcement Act of 2009 (H.R. 2267), introduced in May by House Committee on Financial Services Chairman Barney Frank (D-MA), would establish a framework to permit licensed gambling operators to accept wagers from individuals in the U.S. The legislation mandates a number of significant consumer protections including safeguards against compulsive and underage gambling, money laundering, fraud and identify theft. Additional provisions in the legislation reinforce the rights of each state to determine whether to allow Internet gambling activity for people accessing the Internet within the state and to apply other restrictions on the activity as determined necessary.
A companion to Chairman Frank’s legislation introduced by Rep. Jim McDermott (D-WA), the Internet Gambling Regulation and Tax Enforcement Act (H.R. 2268), would raise revenue for the U.S. Treasury primarily through ensuring that applicable individual taxes, corporate taxes and license fees on regulated Internet gambling activities are collected. Without this legislation, this revenue will remain uncollected while millions of Americans gamble online without consumer protections.

glad someone finally thought of it.....we keep spending billions and billions on these programs, and turning our back on a way to capture billions back, that is leaving the country currently....

I am glad to see a Senator taking up a bill to regulate Internet Gambling because while it means taxes on our income (no change for me because I already report any additional gambling income), it would mean no more relying on Neteller, Moneygram, Western Union, Gold-Pay and waiting for days on either making a deposit or withdrawal.

The UIGEA would have to be repealed so financial institutions can just allow transactions to go through to/out of our bank accounts.

Anyone that thinks collecting taxes on gambling winnings is some sort of panacea to be used for ANYTHING has lost his or her respective mind. This is just more $$$ that will be lost into the proverbial "Black Hole" of bureaucracy and corruption.

They would collect most of the tax money via excise from the books as trying to collect from us is a slippery slope.

Just like Las Vegas casinos the casino's pay a shit load of taxes as we only pay when we have to sign for or winnings.

What anything that pays over 50-1?


Just like at the track you have to hit a high odds exoctic before you have to sign for the money.

And dont think for a second they wont have more taxes on the money than just what you withdraw. Remember the takeout on a exacta pool at the track is over 35% of the pool just about everywhere...What will it be on say future bets? 30,40,50,60%??????
How much vig will a book have to charge to pay the overhead? -150? ..or more?????
This is about the GOVT getting involved in this ....That can NEVER be a good thing...

This is good news.......


....for the many sportsbooks which operate outside the jurisdiction of the U.S. federal government. They will be able to offer "tax free" products and payouts.

I see your points, PPP. Some counter-points here:

1.) yes, if the industry wants the US market, they will take in "expenses" like you mentioned, but that is probably offset with all those expensive costs dealing with 3rd-party processors which probably charge them an arm and leg anyway, knowing they are the life to the books themselves

2.) I admit that in the future, maybe we won't see much of bonuses or -105 permanent lines once the industry is regulated, but the exchanges out there will test the books a bit (hard to beat Matchbook with one-cent lines offered by gamblers such as ourselves, even factoring in commission costs, but can be minimized by making offers most of the time). But in no sense we will see anything over -110 lines, no way.

3.) What's the *real* difference between letting government tax our paychecks, tax our stock profits, but a big fat *NO* to our gambling profits? Huh? Does that make sense, you follow?

No i have no problem with paying taxes on profits....but they do that now dont they? Stricter enforcement could accomplish that so why do this? Because they want MUCH MORE than tax on profits......
In horse racing they combine all the bets into a pool. Lets say the entire pool is 100K. the govt takes 35% right then! when you hit the exacta you only get a share of 65% of the pool .Then you pay income tax AGAIN on that....There is no way they wont implement this same system on sportsbetting and casinos, poker, etc...
And by the way the original bill already contains HEAVY sanctions on any offshore sportsbook that accepts wagers from Americans and doesnt buy a license....so that good news is no news also....
