Hello. I just wanted to get peoples thoughts on this. If I remember correctly H.R. 2267 the Internet Gambling Regulation, Consumer Protection, & Enforcement Act of 2009 that will be proposed will officially make online sports betting illegal in the US. I think that is what I read. I'll see if I can find a link or reference somewhere. In the mean time anyone who knows more than myself (which isn't much) please feel free to comment. Thanks

The only statements I can find in the text is the following:

LICENSING REQUIRED FOR CERTAIN INTERNET GAMBLING- No person may operate an Internet gambling facility that knowingly accepts bets or wagers from persons located in the United States without a license issued by the Secretary in accordance with this subchapter.

and

No provision of this subchapter shall be construed as authorizing any licensee to operate an Internet gambling facility that knowingly accepts bets or wagers on sporting events from persons located in the United States in violation of section 3702 of title 28, United States Code, except for fantasy or simulation sports games (as defined in section 5362 of this title).

The way I understand it - is that nobody understands it and nobody knows what will happen. I would get large chunks of money off, but thats just me

Damn, can't find where I read this. I really wish I could get an answer to this b/c if it is true then a lot of us have some issues to deal with and perhaps the sports betting community will have to ban together and create something similar to the Poker Players Alliance.

House Bill

H.R. 2267 the Internet Gambling Regulation, Consumer Protection, & Enforcement Act of 2009 now has 62 cosponsors and is gaining more support each day. In related good news the Congressional Joint Tax Committee, which has the responsibility of assessing the revenue impact of all U.S. legislation, recently reported that licensing and regulation of Internet gaming would produce up to $41,000,000,000.00 (billion!) in revenue over 10 years. This is not a new tax on players, but revenue that could be generated through regulation of the online industry.

Chairman Barney Frank (D-MA) is still committed to holding a hearing and a vote on this bill in his Financial Services Committee. Depending on the schedule this hearing could still happen in 2009.

If your Representative is not already a cosponsor of H.R. 2267 click here to urge their support today.

There are 2 bills, HR 2267 and HR 2268.

The OP is correct, these bills will effectively make it illegal to bet on sports in the US (it is not illegal to bet on sports right now only to be a bookie).

It will also place a 50% tax on all deposits to "illegal online gambling businesses" like sportsbooks. So if you want to break the law and deposit anyway, then you have to pay 50% of your deposit to the IRS. If you don't pay the 50% then you are a tax evader and an illegal gambler, if you do pay it I guess the IRS reports you to the DOJ or whatever government agency will enforce these anti gambling laws.

THE ONLY FORMS OF GAMBLING THAT WILL BENEFIT FROM THIS IS ONLINE POKER AND POSSIBLY ONLINE CASINO BETTING. Online sports bettors are through if this passes.

I thought this was pretty much a dead issue this year though?

BTW the link Dante provided does not really discuss legislation that is in the works like these lurking bills trying to screw us, but it is a good source for legislation already passed and state specific laws too.

how the hell would they know that I'm depositing at an illegal sportsbook if i can do cashier's check or money transfer? There's no way they can regulate that tax

When I said "The bill", I was referring to HR 2267. HR 2268 has been referred to the House Ways & Means Committee with Charles "Tax 'Em All" Rangel as Committee Chair.

+1. They have been doing everything they can to curb internet gambling for years and yet here we are. There will always be books that will take your money and there will always be ways to get your money on and off.
