Why is "well" first used when people begin to answer a question?

Well, it's used to signal contemplation and to buy more time to reply. Kinda like uhhhhh, except that indicates confusion more than contemplation.

I kinda tend to agree with 2PlaysMax. Even though it might not be said in a context of smart assness 100% of the time, most time it does come off as someone who considers themselves superior in knowledge trying to hammer home the impression of "I know it and you don't".
