There are two lanes for a reason. If you are not passing another vehicle, you should not be in the left lane, period. Too many people set their cruise at 70 and then set their brains to "off." I drive fast as hell, all the time, and rarely get passed, but am always in the right lane unless passing. If someone comes up on me, it is no sweat off my back to move over and let them by because they will be gone soon enough, and I have just let a faster car act as a "blocker" against nearby police.
Human nature. If someone looks like they are getting there faster, you might become jealous. If someone is preventing you from going faster, they might become a symbol of your frustrations.
"Speeding" in the city is an exercise in futility. I have no problem with "speeding." The speed limits are at least 50% too low. But as a practical matter, the increase in risk associated with weaving all over the place to move up two car lengths is rarely justified by the time saved overall.
