She could put 1,000 talented kids through their ideal college that otherwise wouldn't have a chance. People who will commit to focusing on doing work that will be good for society. That would make a huge difference as these people go on to do great things.

Yup she could! Good on her if she did.
The Iraq war(to help the Iraqi people I believe) costs $200Mill a day.
Maybe some funds might go to 1,000 talented kids through their ideal college years? Or more like 3.6Million.

If it's so certain they would do such great things why aren't they just applying for every scholarship, taking out loans, taking enough classes to finish within 3.5 years. . . ?
