Philadelphia police defend officer for using Taser to subdue 17-year-old


PHILADELPHIA - A city police officer who used a Taser to subdue a teenager who ran onto the field during a Phillies game has the backing of his chief, but the department is reviewing whether officers should be involved in such on-field confrontations in the future.

Meanwhile, the teen’s father said his son called him from the park to ask permission to run onto the field, the Philadelphia Daily <NOBR style="FONT-FAMILY: inherit; COLOR: darkgreen; FONT-SIZE: 100%; FONT-WEIGHT: normal" id=itxt_nobr_1_0>News </NOBR> reported.
Philadelphia Police Commissioner Charles <NOBR style="FONT-FAMILY: inherit; COLOR: darkgreen; FONT-SIZE: 100%; FONT-WEIGHT: normal" id=itxt_nobr_2_0>Ramsey</NOBR> reviewed video of the arrest and felt the officer acted within department guidelines, which allow officers to use Tasers to arrest fleeing suspects, said police spokesman Lt. Frank Vanore. The department’s internal affairs unit is investigating, Vanore said.

“He said, ‘Dad, can I run onto the field?” Wayne Consalvi said, the newspaper reported. “I said, ‘I don’t think you should, son.’ ”
“This would be a once-in-a-lifetime experience,” the son, Steve Consalvi, replied, according to his father.

Steve Consalvi leapt onto the field at the top of the eighth inning during Monday night’s game against St. Louis. He ran around in circles in the outfield, waving a white towel, and dodged two security officers.

The police officer chased him for about 30 seconds before the stun gun probe hit the teenager, who stumbled forward, slid face-first on the grass and stayed down for about 30 seconds before standing up and walking off the field.

“From the preliminary look at it, it appears that the officer was within the policy,” said Vanore, adding that he did not know what may have transpired before the video started. “He was attempting to make an arrest and the male was attempting to flee.”

Police said Steve, 17, is charged with defiant trespass, disorderly conduct and resisting arrest. The Phillies did not release his name because he is a juvenile, but NBCSports.com is using his name because his father came forward.

The teen didn’t run onto the field because of a bet or dare, his father, said, the Daily News reported.

"I don't recommend running on the field, but I don't think they should have Tased him at all," Wayne Consalvi said, the Daily News reported.
The department is reviewing whether its officers should be on the field wrangling fans who aren’t threatening anyone, Vanore said.

“Should we be on the field at all? I think that’s what’s being looked at,” Vanore said. “I’m not sure we should be chasing people around the field.”
The team said the police department was discussing with the Phillies whether using the stun gun was appropriate.

Vanore said it was the first time he knew of that a Philadelphia officer had used a Taser on a fan on the field. There have been instances in other cities of police using stun guns on unruly fans in the stands, including last year at an A’s game in Oakland, Calif.

Pat Courtney, a spokesman for Major League Baseball, said security issues are dealt with at the team level. He said he knew the Phillies were talking with police about the encounter and that MLB was monitoring the situation, but he declined further comment.

An expert on police accountability said he couldn’t comment specifically on the Philadelphia case, but said the general rule is that officers should only use Tasers on people who are posing a threat of “imminent harm.”

Merrick Bobb, executive director of a Los Angeles-based nonprofit police oversight group called the Police Assessment Resource Center, said mild resistance usually doesn’t justify the use of a Taser.

“Usually the resistance has to threaten some harm to the officer in order to justify the use of a Taser,” Bobb said.


Mary Catherine Roper, an attorney for the American Civil Liberties Union in Philadelphia, said she didn’t understand why the officer had to use a Taser.

“How long can he really run around out there?” Roper said of the fan. “In this situation, he’s not dangerous, he’s not getting away.”

Why not taser him. He is out running on the field during a multimillion dollar event. I would taser him and then send them a bill for lost air time and wasting of players time. So if you figure what howard makes per minute alone your looking at a very heavy fine for sure.

Fans running onto the field is routine bullshit.

Pigs needlessly escalated it and once again the "Philadelphia black eye" national media trolling is renewed.

Tasers are supposed to be used as an alternative for lethal force--in the "gray area"--or so we were told. But they are being abused simply to gain compliance. Cop only used the taser because security was getting embarrassed because this kid eluded them for over a minute. Players were cracking up and the stadium was going nuts.

Cops 100% did the right thing... You can't be sure what a dumb (or crazy) person is going to do. It's not like the guy is facing any longterm issues because of the tasering.

Cops 100% did the right thing... You can't be sure what a dumb (or crazy) person is going to do. It's not like the guy is facing any longterm issues because of the tasering.

Time and place for tazer. This was not it.

It's a kid in a baseball cap and shorts running around waving a towel being well, a kid. It wasn't a leather-clad biker running down an alley after knocking over a liquor store.

Complete overreaction. Once the dumb cop took his taser out his mind was made up to use it.
The fact that the kid had a towel in one hand and nothing in the other was obvious. The fact that he wasn't charging anyone, just running in circles was obvious. But the dumb cop had tunnel vision and made the wrong decision.

BTW the cop had no situational awareness. His buddy was right next to the kid when he fired his taser. This is prob why he is at a bball game instead of on the streets.

there are 1,001 ways for kids to have fun being kids, this is simply not one of them. This is incredibly stupid
