how the hell do you read these lines? so, Cameroon is a -110 favorite and Japan is a +300 dog? you can bet that it will be a tie?

that's a hell of a spread.

Thinking about loading up on Japan.

3 way line 3 choices ...japan cameroon or draw...so 3 possible results............the other is without a draw option obviously

You can bet Cameroon to win (-105 and -110 in your screenshot), Cameroon ML and spread -0.5 are exactly the same bet, so taking -110 would be stupid.
Other option would be to bet Japan +0.5 -125, this bet would win if Japan won the game or the game ends in a tie.
Next option is Japan to win (on the moneyline, +300), this one only wins if Japan wins and you lose if the game ends tied.
Draw +225 wins if the game ends tied, if one team wins, you lose...

Over/Under 2 should be familiar from US-sports.

+300 on a 3-way yes......you can take + 1/2 -25 on the other if you wish

If you take Japan +300 on the ML, yes, you will lose if the game ends in a tie.
