If you send a email from two different towns to someone will it have the same ip address ?

Not if you are connecting to separate networks. If you are using your laptop to connect to the same provider with your own network than I could see it being possible.

I always thought that if you were in a different state or city you got a new IP thats how they know to blackout game on MLB.tv

Not unless you are using the same internet connection.
However, if you are using the same computer then Your MAC address will not change.

IP address is attached to the connection, and if you're using a router than the router's IP address is really what will matter. Different "account" (ie different account /w the same service provider or a different provider altogether) would almost assuredly mean a different IP address.
