If he was a sharp local he would have made it 9.5 or 10 if he 'knew something'?
If he made it at 9.5 or 10, his clients would have still pounded the over and he would have collected, instead he got a truckload of pushes.

The dude was at an amusement park enjoying the holiday, he was just spitballing when he gave out the nine.
