Have 2 conferences with 16 teams each. Play a regular season of 12 games inside your own conference . Then have the playoffs like the NFL does inside your conference and then the National Championship game between the 2 winners of each side.

Let the rest of the teams in college football make their own 2 conference leagues and play the same way.

It could be like high school where you have :

1A
2A
3A
4A

Each year the worst 2 teams from the higher conference drop down a level with the best 2 teams from the conference below moving up .

Because high school football is so much more popular than college football?

Revenue for the teams outside the top 32 would be way too low to survive

Vast majority of college athletic programs don't turn a profit. But after the Texas, Ohio State, et cetera, there are at least some schools where the football program lets them come close to breaking even. This plan would force a good number of those schools to operate as I-AA or D2

Also, the reward for winning a conference championship is being realigned into a virtual guaranteed last place or near last place?

where did i say high school was more popular than college ? it was just the concept of putting the best 32 together , the next 32 together and so on.

you dont think taking the best 2 teams in the division below and moving them up one level is a good idea ? and vice versa with the 2 worst teams ?

have to reward the best and punish the worst somehow.

as far as revenue for the teams outside the top 32 , how do they survive now ? i realize the big programs pay the little guys for the pleasure of hammering them

let them play each other all the time and create a more competative atmosphere.

You didn't say which was more popular, but you absolutely compared your idea as being like high school. Thus the question mark as I was asking a question to clarify if you thought that was what you thought was true

Schools outside of the top 32 currently earn most of their revenue from TV contracts that go to the entire conference
