A day after New York's Senate failed to act on a rescue plan, New York City Off-Track Betting Corp. announced it will close its offices "permanently" at the close of business Friday.

The public benefit corporation created to handle horse racing bets away from tracks says it will lay off about 1,300 employees and close its many betting parlors and teletheaters. Closing OTB and eliminating the revenue from bets that goes to New York's racing industry could threaten many more jobs, according to OTB.
Gov. David Paterson has proposed a broad reorganization of the sprawling gambling operation to modernize and streamline its services. Although the Assembly approved Paterson's plan Tuesday, the Senate has decided it needed more time to consider the complex proposal.

The Senate's Democratic majority adjourned Monday's special session and didn't return Tuesday, as the Assembly did.
Now, OTB is giving official notice to the unions representing its workers that it indends to shut down.

"This action is necessary because (OTB) will have exhausted all unrestricted funds available to continue its operations beyond that date unless circumstances materially change," OTB officials wrote its unions. New York City OTB "plans to permanently shut down all of its work sites, which will result in the layoff of all (OTB) employees represented by your union and these layoffs will be permanent."
"With thousands of jobs and millions of taxpayer dollars at stake, a potential bailout cannot be rushed," said Austin Shafran, spokesman for the Senate's Democratic majority. "If the Senate is going to act and protect the best interests of taxpayers and workers, there must be a thorough and deliberative process for public review and input. We stand ready to be a partner in that process," Shafran said.

The Senate has no scheduled return to Albany.

"Without the passage of the bill we run out of cash very quickly and we will have no alternative but to cease all operations," said Greg Rayburn, CEO of New York City OTB, in a memo to workers.
Rayburn said he still hopes the Senate will pass the measure, "but at the same time we have to plan for the worst."

The state-owned New York City OTB has long handled as much as $1 billion a year in horse racing bets. Yet it's been kept in fiscal crisis by competition from casinos and other gambling operations, OTB's payouts to governments and the horse racing industry, and concern over its management criticized in state audits.

Whats amazing is how long it took them to go from letters to numbers. This was a disaster."I said 'B' not 'D' you idiot.Endless mistakes here. This was always atrain wreck. Then if something paid$2.20 you got $2.10.Its ashame as I think upscale places(with a nice bar/restaurant) can still do well....See Favorites in Woodbridge NJ.

kool...maybe they can supplement the nyc otb's with a racino at aqueduct!!!....would rather not waste time nor space nor breath on this subject..but like many things in this country...$$$ only gets passed between certain people and their families....if nyra/otb's in new york were run by a private company...people would blush at the amount of $$$ that they would take in...instead...ny otb's are the only losing bookie EVER!!!....y u ask?...well, that's because it has been run by people with their sons, daughters, neighbors, and every in-law in-the-know working(if u could call it work!) and stealing $$$ at a ridiculous clip/////...i could go on fer days....but i just wanna drink my corona right now...cheers

If I am correct, the OTB's are run independent of each other. NYCOTB has its own operation as does Nassau OTB, Suffolk OTB, & Catskills OTB. I have had telephone accounts at each one for years.

You are 100% Correct. Don't know What i was thinking when I answered his Post.

Only one that is probably closing is NYC OTB.

Not that my other Post ( and Cocktails post ) about hiring Family has Hurt the OTB's in New York aren't Correct. Because they are......

I agree with you, too many hands in the cookie jar has sent what is a guaranteed profitable business down the toilet.

As a kid I would dream of hanging a sign on BDWY that said straights, teasers, parlays, right in here thru this door..and then one day it appeared a OTB parlor..I thought lucky bastids..back in the day the best BMs in the city would send prospectors to get FB players..horses equal gamblers..now they tell me they are going out of business..incredible to me..bad management and thievery only way I see that as being possible..this business model is a dream come true, how it became a nightmare is truly a great disapointment to that young kid with a dream........

You ain't lying, you and I both grew up on the streets of NYC, I don't have to tell you about the scam that was OTB.
Rip off rakes, rip off employees, offices were dirtier than fuk............

Only good thing about the donwtown Manhattan OTB's were you could always score some good weed in front.

This thread brings back memories of the days & nights I'd spend at the OTB. Did any of you ever frequent the "Winner's Circle" branch on 7th Ave between 37th & 38th Street? I used to go there since I was a teenager playing from the time they opened at 11AM until they closed at 3 AM in the member's area upstairs where I'd bet on late night harness racing from Cal Expo, Australia racing, etc....
