From memory I think it is: Syracuse, NY.

somewhere in Calif. People don't realize it but California get some serious snow, the donner summit is where those people ate each other. When i used to live Mammoth it snowed nonstop for an entire month once. The snow was up to the telephone wires and I had to dig a snow cave that led to my from tdoor

Cleveland is # 41 on this list ...BUT , they do have the highest population of any city on this list...HOWEVER , buffalo at over 276K population should be considered a major city. So i guess the answer could be right just depending on what constitutes a "major" city.

International Falls MN wins this hands down. Annual accumulated snowfall on average from 1971 to 2000 is 173 inches.

For large cities Syracuse NY and Clay NY are tied at the top of the list at 115.6 inches. They are pikers compared to International Falls.
