How do all books keep track of line movement?

Who decides to move the line? Say pinny jumps 10-15c, or CRIS for that matter. Do the smaller books hire someone to monitor other books?

Some books move slower than others, but it's like they're all on timer or some shit.

When there is a sudden jump in a line, for instance, Hampton NCAAB went from -135, to -155, now settling at -145.

Is that sharp action moving that line?
