S.D. "Special Delivery" Jones is the best of all jobbers in the history of wrestling. The Brooklyn Brawler and Iron Mike Sharpe are probably a close second.

Some other names:

Jose Luis Rivera
Jose Estrada
Manny Soto

Is anyone old enough to remember the WWF (now WWE) airing on Telemundo 47 on Friday nights at 11pm (EST)? All the commercials were in Spanish, but the show itself was in English. It may have just been in certain areas of the country (with Spanish television channels, like NY and Miami). It was actually shown on channel 10 in the NY area.

Vince McMahon, Jr. and Gorilla Monsoon were the ringside commentators (before Vince bought the Federation from his dad). One time, Muhammad Ali ran into the ring in street clothes and Gorilla Monsoon body slammed him. I don't recall what started the feud, but vividly remember him being slammed.

It was around 1977 to 1981 (somewhere in that time window, my memory is a little faded and I don't feel like calling my brother who would definitely remember).

1970s WWF (WWWF)

Frankie Williams
Steve King

Johnny Rodz
Jose Estrada

My favorites were "The Golden Terror" and "Davey O' Hannon" - these guys would get their clocks cleaned week after week but at the start of the match during their introduction they acted all cocky arrogant beforehand.

The Sodbuster and 'Scrap Iron' are the first that came to mind for me as well. How about Jake 'the milkman' Milliman and Nacho Barrera.
