In reality, the fact that the casinos are doing poorly(in this case anyway) could actually be better for the economy in that area. I know in my hometown of Westerly many restaurants had to close down after the casino came to town. Small businesses took a beating because everyone was spending their time and money at the casinos. Everyone was using their points to eat meals and get the little things like cigarettes, clothes, xmas gifts,etc... Sure, it created some jobs back then and I know the state of Conn gets a big kickback from slot revenue(at least I know they used to years ago and assume they still do), but now in the long run it contributed in a big way to the fallen economy in that area.
