Bookie/Offshore betting question

I have a local that owes me about 10,000 and is being slow to respond. I have what may be a stupid question, and in the wrong forum, but I figured I would get better answers here.
Is betting offshore legal? I live in US. Thanks for any information.

Show me the law where its illegal if its not in one of the 7 states that bans it?

Betting is not illegal....sending in money by CC is the illegal part.

that is what i meant...funding offshore is illegal but millions of people do it

In Alabama placing a bet is a class c misdemeanor. (same as a traffic ticket)

Taking bets or bookmaking is a class a misdemeanor.

There are no felony gambling charges unless there is a conspiracy (1 book laying off bets with a 2nd book) ... hence the long time Birmingham joke - " there's so many bookies they have to wear badges so they dont accidentally take bets from each other ". haha
