How do I turn my PM's on?

I've done everything I can think of but there are just no options to turn them on. Its not like I'm a new member ,Ive been here 5 years. Does a mod have to give you PM's or am I just nuts and not know what I'm doing?

Trying to get into a contest for tomorrow but cant PM the mod in charge of it .
