Considering John Elway is the greatest QB imo. I will say Elway.

Marino had the Magic Mark(ers) and Don Shula. Joe Montana had 80 and 82 and Craig. Elway didn't have shit til TD arrived.

I personally think that Elway was one of those quarterbacks who split his glory years between the late 80s and early 90s, making it hard to pick him outright for one particular decade.
