i've heard someone say rain promotes unders cause the ball is slippery and incomplete passes....therefore much more run plays

I have also heard rain produces overs because defenders will slip and fall and runners are harder to tackle.

I will say this, I have played tons of unders due to weather and honestly near every one has gone over.
I honestly don't think weather has the impact that most think.

IMO most important to least important --> wind > snow > temp > rain

Wind, Rain, Snow, Temp.

Heavy, heavy rain can be a huge factor. Snow favors high scoring games.

wind is the most important factor, especially a strong cross wind. The other ones, snow,rain,tough to say. A few inches of snow in the northeast is no big deal as is rain. I do check the weather reports starting on Wednesday to see if there is any possible weather that may influence a line move on a total

so when we hear rain in forecast, does the total move? which way?

If we all are in agreement that rain and temp doesn't really affect, if we can know line movement then maybe we can beat a line with local info?

strong running game, low total, fumbles make over a good play during rain

So just to break things down:

Weather factor --> line movement --> actual gameplay result

Wind --> moves down --> scoring down
Rain --> moves down --> scoring no effect or up
Snow --> moves down --> scoring up
Temp --> ? --> no effect

so if we find rain or snow forecasted before line movement, we should grab some under, and then when line drops slam the over.....got it guys....will give you the inside scoop if there is snow forecasted in the Hawaii game!

Snow does favor overs. Wind favors unders. Props are excellent plays under these conditions (scoring in last 2 minutes of half, yards passing, etc.).
