The game should be pulled at kickoff. However, most books offshore pull the game once it hits the starting time of the game.

In Vegas you can bet till kick the off, drop of the puck, or whatever. I've gotten in a bet on a game that started at 7pm at 7:05 in the past.

In my opinion, it should be pulled at kick off like Horse Racing bets are pulled when all the horses go in the gate.

if it is a nationally televised game usually at the kick/tip/drop of puck/1st pitch. if it is a game than the "starting" time of the game. ie 4pm even though it really starts a few min later. but sportsbooks dont have access to all the games on tv. specially if overseas. usually football is open all week. have plenty of time to make the wager if you want to. gotta know your book and when they pull it down. can usually call in and maybe ask the manager to add more time if the game is in a delay.
