In a surprise political move, President Ricardo Martinelli recently signed an order that creates a new category of “Immediate Permanent Resident” for foreign nationals. Executive Order 343, signed on May 16, makes the new category for foreigners from 22 listed countries “that maintain friendly, professional, economic, and investment relationships with the Republic of Panama.”

The list includes the United States, and the addition of other countries is anticipated.

Panama’s current infrastructure boom is spurred by the $6 billion modernization of the century-old Panama Canal, and with unemployment down to 4.5%, the economy grew 10.6% in 2011, an expansion that even outpaces China. Martinelli has seen the need for qualified talent to continue the growth.

During my meeting last month with Minister of the Presidency Demetrio Papadimitriu he emphasized Panama’s need for thousands of better educated and trained workers. Yesterday the Minister told me: “Martinelli’s open-door policy seeks both foreign direct investment and skilled international professionals. We are looking for workers in growth sectors such as logistics, tourism, banking and those making Panama a regional hub for multinational companies.”

Under this new immigration category, qualified applicants will be able to engage in professional and economic activities, establish businesses and have the right to work in Panama, permissions that in the past have been difficult to obtain. After five years they will be eligible to apply for full citizenship.

The new law grants immediate residence and a “cédula,” the national identification card issued to all Panamanians, not only to qualified foreign individuals, but also to dependent spouses, children under 18, family members with disabilities and dependent parents. Children aged between 18 to 25 can be included if they are students.

Applications must be made to the National Immigration Service (NIS) and work permits are governed by Panamanian commercial and labor laws issued by the Ministry of Labor.

Tell us all the ways Panama sucks, we like to here valid complaints on this forum.

I absolutely hate the banks there, almost as much as I hate the Costa Rican banks. But they may be slightly less obnoxious if you have Panamanian residency.

I wonder if you can get residency, and pick up the citizenship after 5 years without spending much time there otherwise. Might help owning a condo in Panama City... not a terrible place to have one.

I was thinking Panama in the future but the heat of Panama City doesn't seem appealing, otherwise great looking city. I've decided to just go on further and head to Medellin instead.

That is awesome, expect, it is Panama, a place where:
Women are fucking uggly as hell
The weather is hotter than hell, and way more hummid
Service is even worse than Costa Rica (unless you are going to an upscale restaurant/hotel... but if you go somewhere 'normal' like subway... good luck)
Society is way more divided, and class tensions are much more palpable. There is a shrinking, but strong middle class here. Panama feels like those places of have and have nots.

The infrastructure is good, but I feel the people are more backward than people in CR.

1- The women on the street/shopping centers are far uglier. I concede the point that they do likely import quality hookers from colombia. But the Panamanian girls... all the hot ones were taken away by the gringos before they left
2- I normally only drink wine when dating your mother... in panama I drink beer.
3- Service is far worse in 'regular' places (cheap food/drink/lodging). If you are a gay hooker and your lover is paying, I'm sure you enjoy the same service.
4- I'm not sure how me being critical of social inequality = me being racist... but I'm just going to have to chuck it down to your feminine side... you are obviously applying female logic.

One thing I learned while there is they dont like Ticos t all. I couldn't help but feel the shitty service I experienced had a lot to do with the fact that I was trying to pass my gringo-tico dialect off as actual Spanish.

Ticos don't like nicos, panamanians dont like ticos, english dont like gringos, and gringos dont like canadians.. its a world wide epidemic to not like ur neighbours.. get over it and buy a lot of those little flag pins to fit in anywhere. And if in doubt, say you're sorry before speaking, they will think you are canadian and accept you more. :p
